Security screening personnel (SSCPs) will evaluate candidates who are undergoing background investigations (BGI), polygraph examinations, or security clearance upgrades (USSS, etc.) and establish a Security Screening Performance Record (SSPR). During this screening, candidates will be given a 'pass/fail' determination on their ability to adapt to the military environment. Multiple administration of the test(s) and a different scoring sheet is recommended when conducting these types of security screenings.

The CCMDs will send waiver requests to this policy memorandum to DSCA BPC/TNG, and include all background information, justifications, and statement of impact if requests are denied. In the case of ECL and OPI waivers for IMSs attending DLIELC, DSCA will coordinate with the English Language Training Executive Agent, and DLIELC. For ECL/OPI waiver requests for direct entry to follow-on training (FOT), the CCMDs will submit the requests to the MILDEPs for consideration with the FOT schools.

The officials who administer the ECL or OPI testing will determine the number of forms provided based on the number of individuals required to take the test. The number of forms allowed on each test record will depend on the number of schools to which the IMS is assigned. Each form allows, at most, three or more students to record their answers.

If the IMS does not attend DLIELC, or if the IMS does not meet IMS specific ECL requirements, the CCMDs will submit waiver requests to DSCA BPC/TNG, and include all background information, justifications, and statement of impact if requests are denied.
